India has set a goal of achieving 100 GWe of nuclear power capacity by 2047. To reach this target, new nuclear projects must move faster from planning to construction and operation. As a result, industry stakeholders are paying close attention to Nuclear licensing and approval processes.
Most stakeholders agree that India’s regulatory system has helped maintain a strong nuclear safety record. However, they also believe the approval process can become faster, more transparent, and easier to understand. Without such improvements, future nuclear projects could face delays.
One major concern is the lack of a formal pre-licensing engagement process. At present, developers often spend significant time and money before receiving detailed feedback from regulators. Consequently, many applications require revisions, which can increase costs and extend timelines.
Nuclear Licensing: Improving Speed, Clarity and Coordination
To address this issue, stakeholders have proposed a Pre-Licensing Engagement Cell within AERB. This would allow developers to interact with regulators at an early stage. In addition, a structured process covering early engagement, design assessment, and site assessment could help improve application quality and reduce uncertainty.
Another challenge is the large number of approvals required for a nuclear project. Developers must obtain clearances related to safety, environment, water, transmission, aviation, coastal regulations, and state government requirements. Since these approvals often move through different agencies, projects can take longer than expected.
Therefore, industry participants have recommended a Digital Nuclear Project Clearance Portal and a Single-Window Clearance Agency. Under this system, different agencies could review applications simultaneously. Moreover, developers would have one central point of contact to track progress and resolve issues.
Stakeholders also want greater clarity in licensing procedures. Many developers seek clear information on approval requirements, timelines, and qualification criteria. For this reason, the industry is calling for a published licensing roadmap and digital tracking of approvals.
At the same time, regular consultations between regulators and industry can improve understanding and reduce confusion. Clear rules and transparent timelines can also improve investor confidence and support better project planning.

Overall, the message from the nuclear community is clear. Safety must remain the highest priority. However, Nuclear licensing and approval processes should become faster, simpler, and more predictable. Better coordination, digital systems, and greater transparency can help accelerate project development while maintaining strong safety standards.
As India advances toward Mission 100 GWe, stakeholders believe Nuclear licensing reforms will play a key role in turning nuclear ambitions into reality.
This article is based on the policy recommendations developed during the India Nuclear Energy Forum (INEF) 2026, held at IIT Bombay on 29–30 May 2026. The forum brought together policymakers, regulators, industry leaders, researchers, startups, investors, and international experts to discuss the actions needed to accelerate India’s journey toward 100 GWe of nuclear power capacity by 2047. The recommendations presented here reflect the concerns, expectations, and collective views of the Indian nuclear community on strengthening licensing, siting, and regulatory frameworks for future nuclear projects.
